Homes England fires gun on latest legal services framework with estimated value of £47m

Homes England has issued a contract notice for the procurement of a replacement legal services framework worth an estimated £47m and covering 2022-2026.
The proposed framework will comprise of four lots to provide a range of property and investment related legal services. They are:
- Routine real estate and investment (estimated value excluding VAT: £15m).
- Specialist real estate and corporate (£15m).
- Bespoke and Complex Projects (£15m).
- Affordable Housing and Homes Ownership (£2m).
The notice says that tenders may be submitted for a maximum three lots. The maximum number of lots that may be awarded to one tenderer is two.
The envisaged maximum number of participants to the framework agreement is 23:
- Lot 1 - Minimum of 5, maximum of 7 suppliers
- Lot 2 - Minimum of 4, maximum of 6 suppliers
- Lot 3 - Minimum of 3, maximum of 6 suppliers
- Lot 4 - Minimum of 1, maximum of 4 suppliers
The time limit for receipt of tenders or requests to participate is 5 pm on 21 March 2022.
In May 2018 Homes England appointed 13 law firms to the current legal framework, which was estimated at the time to be worth £30m.
